An Caution for Keir Starmer drawn from His Personal History: If You're Not Bold on Britain's EU Exit and the EU, Your Party Challengers Shall Be.

Back in 2018, it took just a short phrase to energize the party's annual gathering and to show the party was becoming disillusioned with Jeremy Corbyn. While not precisely soaring oratory, the phrase met with wild cheering as delegates stood for an impromptu ovation.

As the commotion died down, the then-Brexit spokesman, remained at the lectern, blinking in surprise. He was unaccustomed to his speeches having such an effect. All he had said was: "Nobody is ruling out remain as an option". But context is everything.

In that darkly divisive time in 2018, departing from his agreed text like this was inevitably viewed as issuing a challenge to the party leader, who sought to prioritize Brexit voters in key constituencies above the Europhile sentiments within Labour. In just one speech, this seemingly cautious shadow Brexit secretary underwent a transformation – if only for a while – into a risk-taker who would stand up for most Labour MPs, members and voters against the leadership he would later replace.

The Evolution in Position and Settled Issues

Since then, the landscape has shifted, not least to Starmer himself. An early move upon assuming leadership in 2020 was to declare the Brexit issue had been settled by the 2019 national vote. During the most recent campaign, he repeatedly emphasised manifesto “red line” promises that ruled out rejoining the EU, the single market or a customs union.

Similar to Corbyn, his strategy has focused on winning pro-Leave voters in key seats, despite survey data indicates a significant number have died or changed their minds.

A Lid That Rattles on the EU

However, the tables have turned and Starmer is now to be an embattled Labour leader. And, if EU relations is no longer the boiling pot of British politics, a lid which was tightly sealed since Brexit is beginning to rattle again.

Both Starmer and Rachel Reeves have intensified their language about the devastation caused by Brexit has inflicted on the UK’s economy. It’s a useful stick with which to beat Nigel Farage, who now rarely mentions how leaving the EU was once his singular purpose and remains his sole political accomplishment.

Nevertheless, the extent of the economic harm, which by some estimates has left Britain with a national economy that is significantly diminished compared to EU membership, towers over the minor adjustments thus far implemented by the government. The PM's much-touted re-set deal agreed with Brussels in 2024 provides gains measured in low decimal points.

Cabinet Divergence & Bolder Ideas

The chancellor is among those trying to overcome long-standing Home Office resistance to an expansive version of a growth-enabling program for young people by which young people can move between the UK and the EU to study or work.

The deputy prime minister muses openly regarding the “self-evident” benefits of joining an EU customs pact, while a dozen Labour MPs, such as the head of the Treasury select committee, last week voted for a Liberal Democrat motion on joining one.

Although the Europe minister, the minister in charge of UK-EU relations, who is now attending all cabinet sessions, maintains the firm boundaries are still in place, there exist avenues to work around them. One idea would be to declaring the commencement of talks immediately on a much bolder deal, to be featured in the next manifesto, to be enacted only after securing a new electoral mandate.

Starmer's Fundamental Scepticism

However, Starmer has lately been damping it all down again by warning rejoining a European customs area would “unravel” the trade pacts with America, which he regards as key accomplishments of his premiership.

It is understood that Starmer's doubts run even deeper, stemming from several key concerns.

  1. Firstly, he thinks a customs pact is now much harder as ministers are actively diverging from European rules across a range of policy areas, including the environment.
  2. Second, the prohibitive cost set for the UK to join a European defense initiative and the ensuing failure of negotiations has led British officials that European nations are less interested in cutting special deals to the UK and are more focused on demonstrating that Brexit does not work.
  3. Thirdly, the new US national security strategy, which has been welcomed by the Kremlin, is seen by some influential figures in Downing Street as a reason for Britain to keep its distance from the EU.

An Alarming Strategy & Geopolitical Calculations

This strange and concerning American strategy paper claims Europe is threatened by cultural extinction due to immigration. It contains a single mention to Britain, found on a suggestion that Donald Trump’s administration will intervene in our politics to foster the growth of nationalist movements.

But, far from concluding that this makes the US an unreliable partner, the government is worried that deeper EU integration could upset the global balance by risking fragile US military support for Ukraine, Nato and much more besides.

Leadership Speculation and The Echo from the Past

All of which brings us back to 2018. Starmer has always said that address was not a pitch to become leader but simply an attempt to keep open the possibility of remain in a future vote. Indeed, back then, he still supported a “bespoke customs union deal” similar to the one he now appears to be opposing.

Observers within Downing Street have noticed that Wes Streeting, widely considered would be a candidate in any leadership election, is among a group of senior ministers letting it be known they desire greater ambition on Europe.

Staff for the Deputy Prime Minister, another probable runner in a future race to replace Starmer, maintain she refuses to comment on her stance on a customs union as it would merely “fuel unnecessary gossip”.

The Obvious Risk and A Prudent Memory

The risk is clear. Should the PM reject significant moves towards EU alignment, he allows rivals to claim the territory where most of Labour MPs, members and voters are to be found.

It would be prudent of him to recall the effect that a short phrase had on his career seven years ago. Potential pathways for a major proposal on Europe that the prime minister should not “rule out”; he should prise them open personally, before someone else adopt them as their own.
