Congressional GOP Back President's Proposal to Replace Affordable Care Act

US senators are meeting during the weekend for the first time since the government shutdown began more than a month ago, but expectations for a cross-party deal on how to resolve the impasse appeared to diminish as Republican senators floated a proposal unacceptable to Democrats: eliminating the Affordable Care Act, known as Obamacare.

Deepening Impact of Government Shutdown

The effect on Americans from the lengthiest closure of the federal government in history worsened on Saturday, as government employees went unpaid, airlines were forced to ground planes and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.

Trump's Plan from Florida Resort

As Saturday's session got started, GOP senators welcomed a suggestion made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be substituted by HSA-style accounts.

"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

Republican Support

Several Republican senators welcomed the proposal, which is similar to a alternative for Obamacare proposed in 2017.

"We will replace this broken system with something that is truly better for the patient," one senator stated.

Another senator commended Trump's proposal on online platforms, and displayed a large print of Trump's post as he addressed on the Senate floor.

"I'm writing the bill right now," a third senator wrote in reply to Trump's proposal. "We must stop taxpayer money from going to insurance companies and instead give it directly to Americans in health savings accounts and let them buy the health care they want."

Democratic Reaction

Democratic senators shared alarmed responses to Trump's plan.

"In other words, Donald Trump's 'proposal' for health care is another cynical attempt to eliminate Obamacare," one Democratic senator stated. "This is the same unsuccessful Republican plan that's been rejected by voters and Congress."

Another senator responded to the censure of carriers by posting: "Well, Trump and the Republicans dislike how the large insurance companies are ripping-off Americans. Really? Then I applaud your support for universal healthcare."

Continuing Negotiations

The Senate adjourned without reaching a resolution, but Senate Republican leaders have indicated an openness to an developing plan from a small group of moderate Democrats to terminate the shutdown in return for a later vote on the Obamacare payments.

One Democratic senator, who is leading the talks among moderates, said that Democrats "need another path forward" after Republicans turned down an offer to reopen the government and continue the payments for a year.

Another leading Democratic lawmaker persisted in arguing that Republicans should agree to a 12-month continuation of the payments before negotiating the long-term of the tax credits.

"Inaction is irresponsible because people will go into debt, people will lose insurance, people will get more ill," the senator stated in a Senate address. "That's what will happen if this Congress does nothing."

Political Dynamics

None of the Republican senators seemed to grapple with the fact that patients would still need to buy plans from the same carriers, or that Republican lawmakers need the support of several Democrats to restart the government, and the idea of repealing and replacing Obamacare with HSAs is improbable to earn a single Democratic vote.

Several observers indicated that the essence of such a plan would eliminate the ACA's mandate that insurance companies cover individuals with pre-existing conditions.

After his golf outing, Trump returned to his private club and reiterated on his insistence that Republicans stop seeking compromise and try instead to eliminate and replace Obamacare with a version of the plan that failed to secure enough support in 2017.
