Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the presentation of a new 28-article proposal for achieving ceasefire appeared – temporarily – to have been contained. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: a renewed assault of missile and drone strikes on Kyiv.
The Rhythm of Diplomacy and Destruction
The chain of contrasting events captured the grim essence of the recent timeframe. By day, diplomatic battles are fought: hopeful statements are released from different nations. Significant resources is allocated on restraining specific proposals. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the primary tool for achieving "peace".
Nocturnal Warfare
As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is equipped to monitor missile launches from across the border, a ability afforded by current data. From vantage locations, military aircraft that had been scrambled to counter approaching guided weapons streaked across the sky – modern combat jets delivered to Ukraine by European allies.
Soon thereafter, Kyiv's air-defence systems thundered: defensive missiles targeted at a hostile projectile. This was a sophisticated defense system at work, presumably provided by allied countries. Every firing shakes the surroundings, rattling buildings. The brief panic quickly transforms into resigned acknowledgment: possibly the hostile projectile won't hit its mark this time, protecting urban areas from catastrophe and additional electricity failures.
Ongoing Risks
Following this, a large-caliber weapon opened up on a unmanned aircraft in the vicinity, part of a defensive team – most likely Western-made equipment. Unfortunately, the projectiles didn't strike the hostile drone – it continued its flight toward its target.
Periodically, this carried on until dawn. Kyiv faced the daybreak reports: seven people killed, damage and heating outages in many homes as a result of the nocturnal offensive. As always, everyone still continued their routines – enduring hostilities. But those entire period demonstrated Ukraine's critical military reliance on Western support – a reliance that European nations are evidently unprepared to fill in the short term.
Ineffective Peace Efforts
The 28-point plan from Washington sparked intense emotion, debate and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.
Every new initiative from US leadership unfolds according to the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They manage the tension but never actually secure success. This cycle will, undoubtedly, persist.
Strategic Calculations
It is easy to blame specific actors of persistently promoting Russian terms. But that does not seem to be the entire situation. Washington works based on a premise familiar among international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The White House presumes that it is unfeasible to compel Moscow to surrender the areas that it currently occupies in Ukraine's occupied territories.
The challenge is that while accepting these circumstances, American administration does minimal to prevent Kremlin actions, through words or deeds, from believing that the situation will not change more in its advantage in the near future.
Divergent Views
Therefore, the Kremlin is convinced that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their incentive to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's government remains completely certain in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still endure, slowly losing civilians and areas but averting a entire defensive failure until circumstances change in its advantage.
Present Conditions
Realistically, there are no genuine requirements for a truce. Now, individual motivations are entering the equation: leadership ambitions to negotiate peace and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unsuitable, so that their attention does not shift toward internal issues. And although their objective will now be much harder after recent developments, it remains quite doubtful that this will modify their basic position.
These two forces are driving the talks.
Conclusion and Outlook
It took a mere seven days to terminate the 28 points of the latest plan. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, recent disclosures, all served their function.
While new proposals based on established approaches are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist political attacks from Washington that are founded on Moscow's terms and show particular unwillingness to alter the situation, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, mainly require ongoing international assistance.
